Admissions (HIS census)
Read-only mirror of the hospital's HIS — the VMS scopes visitor credentials to it, it does not manage admissions. Lifecycle buttons simulate HIS events until an adapter is connected.

These controls simulate HIS lifecycle events (admit/transfer/discharge/death). With a graded HIS adapter they arrive automatically; the enforcement path is identical.
